The UN just officially declared that famine conditions exist in Bakool and the Lower Shabelle regions of the country.  This isn't a suprise to most people, Somalia has been broke for a long time - as have a great many other countries "over there".  But is there any solution other than another 20 years of aid relief?

As I explained in "It's Official, They're  Going to Kill Somalia",  western aid groups serve to undermine developing producers in third world countries by undercutting their price (by 100%).  From a political standpoint, it's clear that aid groups can be used very effectively at undermining native control of a region, by killing it's domestic production.  From a geo-political standpoint, Somalia is an incredibly valuable asset.
